About
Anti-Ragging Cell should be one of the important parts of Educational Institution’s mechanism. As per the guidelines of UGC under the Act of 1956, which is modified as UGC regulations on curbing the menace of Ragging in higher Educational Institutions, 2009, establishment of Anti-Ragging Cell is very compulsory.
This cell of Basirhat College was established in the year 2017 and is functional with the Principal as the head, Bursar as convenor and one faculty member as coordinators. The committee also includes the honorable members, Mr. Gopal Sarkar, Police Administration, Mr. Tapas Mukherjee, member of NGO, Mr. Arindam Golder, Legal Officer, three non-teaching staff members and three student members and all actively takes efforts to maintain the clam and quite environment in college campus.
As per the order of Supreme Court of India and subsequent Notification from University Grants Commission (UGC), ragging constitutes one or more of any intention by any student or group of students on:
- Any act of Indiscipline, Teasing or Handling with Rudeness.
- Any act that Prevents, Disrupts the Regular Academic Activity.
- Any activity which is likely to cause Annoyance, hardship, Psychological Harm or creates Fear or Apprehension.
- Any Act of Financial Extortion or Forceful Expenditure.
- Any Act of Physical Abuse causing Assault, Harm or danger to Health.
- Any Act of abuse by spoken words, emails, SMS or public insult etc.
- Any Act of injury or infringement of the fundamental right to the human dignity.
- Any Act of Wrongful Confinement, Kidnapping, molesting or committing unnatural offences, use of criminal forces, trespass or intimidation.
- Any unlawful assembly or conspiracy to ragging.
The Committee along with an Anti-Ragging Squad has been established to prohibit, prevent, and eradicate the scourge of ragging, including any conduct by any student or students, whether by words spoken or written, or by an act that has the effect of taunting, treating, or handling with rudeness a fresher or any other student, or indulging in unfair means or undisciplined activities by any student or students.

Objectives of Anti-Ragging Committee
- To prevent any physical or mental torture or any disorderly conduct towards any student causing apprehension, dread, humiliation, or agitation in him or her.
- To raise awareness of ragging and constantly maintain a student-friendly environment.
- To keep a ragging-free campus.
- To aid in campus monitoring to guarantee there is no ragging.
Functions of Committee
- To consider the complaints received from the students and conduct enquiry and submit report to the Anti- Ragging Committee along with punishment recommended for the offenders
- Oversee the procedure of obtaining undertaking from the students in accordance with the provisions.
- Conduct workshops against ragging menace and orient the students.
- To provide students the information pertaining to contact address and telephone numbers of the person(s) identified to receive complaints/distress calls.
- To create awareness among the students about Anti ragging.
- To take all necessary measures for prevention of Ragging inside the Campus/ Hostels.
The Anti-Ragging Squad works under the guidance of Anti-Ragging Committee. The role of the Anti-Ragging Squad is to maintain a close eye out for any instances of ragging that may be occurring or being reported in areas where students congregate, such as classrooms, canteens, grounds, hostels, etc. The Squad educates students about the risks of ragging and the related sanctions through a number of strategies.
Punishment to those found guilty
Any student or group of students found guilty of ragging in the campus or even outside the campus shall be liable to one or more of the following punishments.
- Debarring from appearing in any sessional test / University Examination.
- Suspension from attending classes and academic privileges.
- Withdrawing/ Withholding scholarships and other benefits.
- Suspension from the college.
- Cancellation of the admission.
- Withholding the results.
- Debarring from representing the institution in any regional, national or international meet, tournament, youth festival, etc.
- Suspension/expulsion from the hostel.
- Rustication from the institution for period ranging from one to four semesters.
- Expulsion from the institution and consequent debarring from admission to any other institution for a specified period. Provided that where the persons committing or abetting.
